Project Engineer – Project Controls & Procurement

This position is responsible for leading Project Controls and PMO functions during the initial (Design / RFA#1) phase of the Greenfield project in Korea.
The role provides analytical and administrative support to the Project Director, ensuring control over project scope, cost, and timeline in accordance with PMO methodology (9 milestones and 3 gates).

In the early phase, this position will also support limited procurement activities—such as coordinating with consultants and preparing purchase visibility reports—until a dedicated Procurement Controller is hired when the project transitions into the execution phase (RFA#2).

Key Responsibilities

Project Controls / PMO Responsibilities

  • Develop, maintain, and update the Master Project Schedule, ensuring coherence between design, permitting, procurement, and construction timelines.
  • Track and report on project scope, cost, timeline, and physical progress through consolidated dashboards and reports.
  • Prepare Monthly Project Progress Reports, SteerCo presentations, and highlight updates as per organizational standards.
  • Consolidate and analyze CAPEX expenditure and Rolling Cost reports, including key spend trends and scope changes.
  • Generate and maintain the capitalization plan based on project milestones.
  • Ensure adherence to PMO methodology (9 milestones, 3 gates) and support governance reviews at each gate.
  • Collaborate with cross-functional teams (Engineering, Finance, Supply Chain, Safety, HR) to prepare project credit submissions and CAPEX proposals.
  • Coordinate Lessons Learned and Final Closure Reports, supporting continuous improvement for future projects.

Procurement Coordination (Limited Scope during Design Phase)

  • Assist in developing and maintaining the Purchase Visibility Report to provide management with visibility of major spend areas.
  • Work with Procurement and Finance to track PO status, delivery schedules, and cost allocations in SAP.
  • Review and compile quotation comparisons and documentation for early project purchases.
  • Ensure compliance with company procurement policy, documentation, and audit requirements.

(Note: Once the project transitions to execution (RFA#2), a separate Procurement Controller will be hired to manage vendor contracting, financial control, and on-site procurement execution. This role will then focus fully on project control and governance.)

Cross-Functional Collaboration & Reporting

  • Coordinate with internal and external stakeholders to ensure timely delivery of design and documentation milestones.
  • Support project meetings (Design Reviews, Contractor Evaluations, Governance Reviews) through data preparation and minutes tracking.
  • Consolidate all project documentation, including reports, permits, contracts, and technical deliverables, into a unified repository.

Qualifications / Requirements

  •  Education: Degree or Diploma in Engineering, Project Management, or related field.
  • Experience:
    • Minimum 7–10 years in Project Controls, Cost Management, or PMO roles within manufacturing (Food & Beverage preferred).
    • Proven experience in Greenfield or major Brownfield projects.
  •  Certifications: PMP or equivalent Project Management certification preferred.
  • Skills & Knowledge:
    • Strong analytical and reporting skills with clear understanding of cost–scope–time integration.
    • Proficiency in SAP Project Systems, MS Project, PowerPoint, and Excel.
    • Good knowledge of CAPEX planning, procurement process, and vendor coordination.
    • Excellent communication, stakeholder management, and problem-solving skills.
    • Working knowledge of Revit 3D, CAD, or Visio tools for design coordination is an advantage.
  • Languages: English (advanced) and Korean (professional working proficiency).

Organizational Impact

  • Establish robust project controls discipline from the start of the Greenfield project.
  • Provide accurate project visibility to enable informed decision-making.
  • Ensure smooth transition to execution phase by defining clear handover points and separation between PMO and Procurement functions.

Location

  • The primary work location is Korea, with minimal travel (up to 20% under normal conditions).
  • Occasional visits to concentrate plants, bottling operations, or training centres may be required.
